International Quarterly (ISSN 1060-6084), © 1998, is a quarterly publication of International Quarterly, Inc. INTERNATIONAL QUARTERLY, INC., was incorporated by President and Editor-in-Chief Van K. Brock and the Florida Department of State on 16 July 1993 for the sole purpose of promoting understanding and appreciation amongst diverse cultures, nationalities and points of view through outstanding writing and art in all genres. The corporation was registered with the IRS as a non-profit public charity through its Agent, Jonathan Shirley, Esq., of Maitland, FL International Quarterly is published four times per volume.

International Quarterly publishes art, original writings in English and translations. Translators should send originals with their translations along with permission from the author, or the author’s agent. For translations of poetry, we also wish permission to reprint the original text, and it is our intention to publish poetry originals en face when possible. Our concern for permissions respects the artist as well as copyright laws. While we ask the translator to obtain permission and to tell us of any problems with permissions, we will assist if we can. We do insist on clear rights to the material we publish. Literary translators are scholars and artists, to whom we owe a debt for what is as much a labor of love as one of profit. We wish to respect an author’s rights and the author’s dignity in the way we treat submissions. As a non-profit corporation for arts and ideas, we wish to reward authors and artists appropriately. Terms of payment will be specified on acceptance of a work. All SUBMISSIONS AND QUERIES should include a self-addressed, stamped envelope or International Reply Coupons.

INTERNATIONAL QUARTERLY ASSOCIATES receive various benefits and as an international auxiliary assist the journal in distribution to individuals and in giving free subscriptions to special libraries that Associates deem qualify. Interested libraries should inquire. Views expressed in this journal are not necessarily endorsed by Associates, who encourage and facilitate creative thought and expression of high merit, out of their belief in the spirit of freedom of inquiry and expression.

THE RIGHTS OF WRITERS, TRANSLATORS, ARTISTS, AND READERS: We are concerned for the rights of and dangers to the free exchange of ideas in art and life, and between and among languages, cultures, or forms of discourse. We welcome essays and reviews sensitive to these concerns. Copyright reverts to author after publication.

IMAGINATIVE GENRES: We welcome all forms, traditional or innovative, expressive of the cultural or personal, which arise from within and transcend author and culture. Most full-length plays are too long for consideration, but we welcome one-act plays and forms that resist traditional genre classification. We welcome work that probes the human within a framework of formal play, work unafraid to explore the full resources of language or culture, whether perceived as sublime or ridiculous.

NONFICTION: We are interested in personal essays as well as essays on subjects and ideas of interest to a wide spectrum of points of view.

REVIEWS: We welcome inquiries from reviewers and suggestions of books for review. We are interested in reviews of original works and in commentary of general interest to writers and readers. Reviews, from any place, may range from essay reviews to brief notices.

BOOKS RECEIVED which are not reviewed will be selectively and objectively annotated for listing.

ART AND DRAWINGS: We consider unsolicited submissions of art, including photographs and drawings. Gallery directors and curators should provide exhibition catalogs.

READER RESPONSES: IQ selectively publishes reader responses and welcomes suggestions.
